The Block the Bombs Act, H.R. 3565, would stop the sale or transfer of certain weapons to Israel, unless Congress authorizes it and Israel provides written assurance that their use of those weapons will follow U.S. and international law.

Specifically, this bill would block the sale or transfer of weapons that are being used in Israel's genocidal campaign in Gaza:
BLU-109 bunker busting bombs, MK80 series bombs, GBU-39 small diameter bomb variants, Joint Direct Attack Munitions (JDAMs), SPICE gliding bomb assemblies, 120mm tank ammunition, and 155mm artillery ammunition, including white phosphorus munitions.

This is historic legislation, marking the first time ever that Congress has tried to proactively block weapons to Israel. It is being led by Rep. Delia Ramirez of Illinois, and the bill has 26 co-sponsors as of today.

This bill can help to reassert Congressional authority over weapon sales to Israel. That is urgently needed, given the Israeli government’s repeated disregard for U.S. and international human rights law. This legislation is a step toward ending those violations and the genocidal war in Gaza.

The current situation:
• The estimated death toll today as of July 9, 2025, was 54,000 or more Palestinian men, women, and children, killed in less than 2 years.
• Holocaust and Genocide experts and scholars around the world have stated their belief that Israel is committing genocide in Gaza.
• The World Health Organization reports that 75 percent of Gaza’s population are experiencing “Emergency” or “Catastrophic” levels of food insecurity.
• Israel and the U.S. have created death traps at humanitarian aid sites serving those who are starving. Over 800 people have been killed. Israeli soldiers have reported they are ordered to shoot Palestinians in need of aid, even when they present no danger.

We cannot allow ourselves to slide into apathy and silence while this travesty continues and world powers – particularly the United States – continue to appease and empower the Israeli government in these crimes. We must continue to do all we can to end this genocidal war and the atrocities that accompany it.

Some members of Congress are attempting to change course for the U.S. government with the Block the Bombs Act. This legislation can help to decrease U.S. enablement of this ongoing catastrophe and limit Israel's ability to commit these crimes.

I am writing as your constituent to ask you to actively support all current and future measures in the House and the Senate to restrict U.S. arms sales and transfers to Israel.

Specifically I would urge my Representative to co-sponsor H.R. 3565, the BLOCK THE BOMBS ACT, introduced in Congress in May of this year.

The Block the Bombs Act specifically prohibits the transfer and sale of U.S. weapons that have consistently been used in incidents of mass civilian casualties, resulting in serious breaches of U.S. and international law. These include including BLU-109 bunker busting bombs, MK80 series bomb variants, GBU-39 small diameter bomb variants, Joint Direct Attack Munitions (JDAM) assemblies, SPICE gliding bomb assemblies, 120mm tank munition, and 155mm artillery munition.

The majority of Americans do not want our tax dollars supporting the horrifying violence being committed by Israel. We need for Congress to reclaim its authority in this matter and take steps to restrict the U.S. supply of weapons to Israel in accordance with U.S. and international law.

As a constituent, I implore you to do everything possible to end U.S. complicity in Israel's violence against Palestinians in Gaza and the West Bank. I urge you to prioritize human rights and uphold international law and existing U.S. laws.
