Dear Sirs,
In the past, the United Nations has taken concrete and decisive steps in defense of justice and equality.
In 1962, the General Assembly adopted a resolution condemning apartheid policies in South Africa, with a Special Committee against Apartheid constituted the following year.
The same year, the General Assembly called for an arms embargo on South Africa, made mandatory in 1977 by the Security Council.
These steps contributed significantly to the struggle against South African apartheid, including the global boycott campaign. Together all these efforts led to the end of the South African apartheid regime.
Today, millions are demanding that the United Nations take an equally unequivocal stance in opposing Israel’s apartheid regime.
In February 2022, the world's largest independent human rights organization, Amnesty International, published a comprehensive report exposing Israel's apartheid regime, in occupied Palestinian territory and Israel itself.
Preceding the Amnesty report were explicit and incriminating reports on Israeli apartheid from other outstanding organizations: the extensively documented report from Human Rights Watch in April 2021, and the January 2021 paper from B'Tselem, Israel's own leading human rights monitor, which has provided testimony to the United Nations on many occasions.
These organizations, along with Palestinian civil society and solidarity groups around the word, are calling for a United Nations investigation of Israeli apartheid and for targeted sanctions to end it.
In March 2022, UN Special Rapporteur Michael Lynk submitted his report to the Human Rights Council, detailing how Israel has established a cruel and racist system of oppression involving the commission of grave human rights violations against Palestinians.
All of these recent reports echo and confirm the findings of the UN Economic and Social Commission for Western Asia (ESCWA) in 2017.
If these extensively researched, authoritative reports are not persuasive enough, consider that state representatives from South Africa and Namibia, as well as the former UN Secretary General Ban Ki-moon, have condemned Israel as an apartheid state.
It is past time for the United Nations to take concrete measures to investigate, condemn, and dismantle Israel’s apartheid system.
As leaders of this powerful institution, I urge you to support the Palestinian struggle for justice, freedom and equality and to use the considerable tools at your disposal to end the 21st-century revival of apartheid.
